If you get tired of the standard cart fare of hot dogs and halal the Cheong Fun Cart is a nice option. I got a big rice roll filled with beef and scallions for $3.50. It's best eaten immediately to preserve the bouncy texture. You can head to Elizabeth Street Garden which is apparently never going to become affordable senior housing but nonetheless is a nice place to perch with some rice rolls.
